After galloping along to become the country's largest diamond exporter, chairman Jatin R. Mehta has hit the speed breaker. As things stand, exports this year won't move up from last year's Rs 466 crore, profits will suffer and, of his 11 units, two are closed.</p><p> Inconsistency in policy, widespread dumping and the South-east Asian currency turmoil have eroded his ability to take on global diamond merchants. "India doesn't seem to have a line of action to make it a significant player," says Mehta. "It seems the Government is having an affair with exports, but it's serious business."<br><br>Many exporters share his disgust as the prospect of growth for 1997-98 and beyond do not look promising. Far from the robust figure of 21.4 per cent notched up in 1995-96, the growth rate till November-end last year was a mere 4.5 per cent (In April-November 1996-97, it was 7.8 per cent). </p><div class="itg-mosimage"><amp-img src="https://ancillary-proxy.atarimworker.dev?url=https%3A%2F%2Fakm-img-a-in.tosshub.com%2Fsites%2Fmedia2%2Findiatoday%2Fimages%2Fstories%2F1998February%2Fexports5s_090112022040.jpg" alt="" height="425" width="650" class="" layout="responsive"></amp-img><div class="clicktoenlarge"><a href="#" target="_blank" rel="dofollow">Click here to Enlarge</a></div></div></p><p>The sectors which have been most affected are agricultural commodities, readymade garments, textiles and leather, which together account for 50 per cent of the export basket. Agricultural commodities recorded the sharpest drop; against 0.67 per cent growth last year, this year the growth so far has been minus 15.1 per cent.<br><br>What has made matters worse is that the exporters were hoping for a revival this year after the 4 per cent overall growth in 1996-97. So, with the Government, they were pitching for a 20 per cent increase in exports. But the sudden downsizing of currencies in the South-east Asian market vis-a-vis the dollar has made Indian exports like textiles, yarn, processed foods and cut flowers less competitive.</p><p> And ministries working at cross-purposes within the country have not helped either. Add to this the relatively high interest rates and the various infrastructure bottlenecks. <br><br>FICCI'S export head R.K. Dhawan, who quit last month, says orders in hand have halved since last year. With profitability looking low, dismayed exporters are postponing investments, downsizing operations and debating their emphasis on exports itself. For instance, in Chennai, the Murugappa group, with exports worth Rs 150 crore, plans to cut manpower by 15 per cent. </p><p>It had built up a capacity for exporting five lakh cycles but doesn't think it can cross the one lakh mark this year. Amphray Laboratories, has stopped pursuing business orders since October. "We thought we would do Rs 10 crore profit this year, even if we do Rs 2-3 crore, I will be satisfied," says Deora. "With defaults occurring and other uncertainties ahead, we will have to tread carefully."<br></p><p>This pessisism doesn't augur well for the economy. It will slow down recovery and lead to unemployment. Says Pranab Sen, adviser to the Planning Commission: "Exports is the only part of balance of payments which can be counted upon on a long-term basis." But as trade economist Bibek Debroy points out, "Almost everything is holding up its growth. If exports take off, it would kickstart the economy."<br><br>It was to check this downward trend that the Commerce Ministry last month announced a mid-term export strategy aimed at achieving an export target of $90 billion (Rs 3,42,000 crore) by 2002. This will give India a 1 per cent share in the world market. </p><p>To achieve this, the policy paper advocates removal of infrastructure bottlenecks, use of information technology in customs clearance, stable exchange rate management and competitive rates for export credit. The problem is most of these issues are outside the jurisdiction of the ministry. When the rupee began to move in sync with other Asian currencies, the Reserve Bank of India reduced the export refinance limit from 100 per cent to 50 per cent, cancelled forward booking on foreign exchange contracts and imposed penal interest on delayed payments.</p><p> Together, it has pushed up the value of the rupee vis-a-vis the dollar and will tell on profitability. In rice exports, for instance, Pakistan has lately been scoring over India by allowing its currency to fall closer to its real value. </p><p>This has made its products cheaper than India's. Says Arunachalam Vellayan, MD, Tube Investments, a part of the Murugappa Group: "If you keep hopping from Rs 38 to Rs 41 back to Rs 38, we will be in trouble. Other nations have become far too competitive, we have to take that into view."<br><br>For the Government though, things are still blurred. Nine months after the announcement of the Exim Policy 1997-2002, rates for the Duty Exemption Passbook Scheme which gives exporters credit points for imports at concessional rates are yet to be announced for over half of the exportable products. The Government had also offered an incentive through the Special Import Licence (SIL).</p><p> But the Finance Ministry decided to ease imports of gold and silver. Not
 just that, it has also allowed banks, including foreign, to enter the 
trade. Premia on SIL have crashed. Says H.H. Malgham, executive 
director, Tata Exports: "The premia have slumped from 12 per cent to 6 
per cent. That says everything. </p><p>The same document also emphasises that with an estimated average import growth of 13.5 per cent, growth of exports should be about 18 per cent if the external debt burden is to be reduced to manageable proportions, while maintaining a reasonable growth rate of the economy.</p><p> The last time exports got a real push was in the aftermath of the Gulf crisis in 1991 when India was on the verge of defaulting on its forex loans. But since then much has changed.<br><br>The outlook on exports does not look promising, at least till a new government is in place. But businessmen hate losses and will not hesitate from pursuing profits elsewhere.
