Pakistan takes over JuD headquarters: Crackdown on terror outfit or an eyewash?

After United Nations rejected an appeal of Jamaat-ud-Daawa (JuD) chief Hafiz Saeed, the 2008 Mumbai terror attack mastermind, to remove his name from its list of banned terrorists, Pakistan's Punjab province govt has taken over the headquarters of the terror outfit.

So, is Pakistan trying to send signals that its acting against terrorism or is it just an eyewash?
