2 years on, demonetisation a success or a failure?

The government announced demonetisation of Rs 500 and Rs 1,000 currency notes. The prime minister in an address had anounced that the currency notes will cease to be legal tender.
The intention of the NDA government was to curb black money, however, the result was chaos.
ATMs across the nation went dry with citizens queuing outside. The demonetisaton drive was touted to be a fight against black money hoarders and terrorists.
The euphoria gradually got jaded with criticism from across the political spectrum. Two years on, still no clarity on if demonetisation was a success or a failure.
