Union Budget 2018: Has PM Modi done a course correction focusing on Bharat and not India?

Finance Minister Arun Jaitley presented his fifth consecutive Union Budget today. Arun Jaitley expressed hope that the GDP growth rate for the next fiscal year would be 7.2-7.5 per cent.

The Budget focuses on pushing rural economy, but is it at the cost of growth and investment aspirations of urban India? Jaitley did not announce any change in the personal income tax rates keeping it the same as announced in Union Budget 2017-18.
