Among the earliest decisions that Kalyan Singh took after taking over as chief minister last September was to tackle the law and order situation. "I realised that we had to assure the business community of their security and that of their assets". Thus, for the first time in the country, police officers were appointed in every district for spot-redressal of industry-related law and order problems.A similar exercise undertaken on the infrastructure front saw the creation of the Infrastructure Initiative Fund. "We have set up a pioneer project - Delhi-Noida bridge - with partial assistance from the fund and have invited others from the private sector to share in it," says Principal Secretary (Industries) A.P. Verma. For quick disposal of the grievances of industrialists, the Government has set up the Udyog Bandhu. According to Rohit Nandan, executive director of Udyog Bandhu, "Of the 24,000 problems that we received at the district level, 18,600 have already been solved and of the 660 received at the state level, 450 of them have been solved."Having set the stage for the arrival of potential investors, both from within India and abroad, the Kalyan Singh Government is all set to announce its much-awaited industrial policy later this month. The Government is keeping it a closely guarded secret for the moment, but Nandan, who has been working on it for the past six months, is confident that the new policy would usher in major changes in the existing system. The new industrial policy will be followed by a fresh export policy and minerals policy.
