Deve Gowda urged Ratan Tata to "set up the Bangalore international airport".</p><p>An enthusiastic Tata called the offer a "New Year gift"; then Deve Gowda became prime minister and his lieutenant C.M. Ibrahim the civil aviation minister. Two years down the line, the "gift" is yet to materialise.<br><br>Even as the airport plan remains grounded, the project has led to much verbal sparring between Ibrahim and former state industry minister R.V. Deshpande, who quit the Janata Dal last week to join Ramakrishna Hegde's Rashtriya Navnirman Vedike. Ibrahim says one reason why the project wasn't cleared was because the Tatas didn't agree to procure the land at market rates.<br><br>While Ibrahim accuses Deshpande of being partial to the Tatas, Deshpande charges Ibrahim with delaying the project for "personal reasons". </p><p>In a sudden turn of events, the project now seems to have the blessings of Prime Minister I.K. Gujral who doesn't want his Government to be seen as anti-Tatas or anti-progress.<br><br>Though vacillation seems to have become the norm where the project is concerned, the J.H.
