The custodian of time, the National Physical Laboratory, set its atomic-powered clock back by a second on the night of June 30 and July 1.</p><p>It's called a leap second. Human time is set by the time it takes for the earth to spin on its axis. But the accuracy of that spin is affected by interference from tidal waves and gravitational pulls. </p><p>Atomic clocks are far more precise: in more than 30,000 years they won't lose more than a second.
