The meeting of the Congress top brass in Pachmarhi last weekend was meant to be a brainstorming session of its leadership, but in its aftermath it was the likes of Mulayam Singh Yadav and Laloo Prasad Yadav who were left wracking their brains.</p><p>Ever since Atal Bihari Vajpayee assumed office as prime minister, the two Yadavs have strived hard to forge an alternate coalition, even offering its leadership to the Congress in an effort to dislodge the BJP-led Government. </p><p>Sonia Gandhi's declaration at Pachmarhi that her party would not join any move to topple the Government is thus a virtual rebuff to the leaders of the Rashtriya Loktantrik Morcha (RLM), the joint venture floated by the two Yadavs, and has virtually grounded their plans for a "grand secular alliance". </p><p>Predictably, the RLM leaders were touched to the quick. When they pledged unconditional support to the Congress, they were sure that Sonia would reciprocate. Her thumbs down, and in particular the reference to the two Yadavs as "unreliable", has incensed the RLM leaders. </p><p>The camaraderie witnessed during the past few months has suddenly disappeared; it seems like the bad days are back once again. They feel that the party's attempts to limit the scope of its relationship to a purely "short-term coalition" is a continuation of its use-and-discard policy. "Their resolve to fight the BJP is suspect," says Mulayam. Rather than bridge the chasm between opposition parties, the Pachmarhi declaration has widened the rift. </p><p>The RLM feels betrayed and threatened. The Congress president's appeal to her partymen to woo back the party's lost support base - SCs, STs, OBCs and the minorities - is being viewed with suspicion by these leaders who fear that any attempt by the Congress to cut into this segment of the voters can only be at the cost of their parties which have been championing their cause for the past decade.</p><div class="itg-mosimage"><amp-img src="https://ancillary-proxy.atarimworker.dev?url=https%3A%2F%2Fakm-img-a-in.tosshub.com%2Fsites%2Fmedia2%2Findiatoday%2Fimages%2Fstories%2F1998September%2Fbitter-and-belligerent-2_082212093947.jpg" alt="" height="425" width="650" class="" layout="responsive"></amp-img>Game plan: Sonia Gandhi has made it clear that she wants Congress to regain its glory</div></p><p>The RLM leadership has veered round to the view that its desperation to throw out the BJP at any cost has been construed as a sign of weakness by the Congress and the only way out was to demonstrate its strength.</p><p>"Our resolve to throw out the BJP should not be taken as a sign of weakness," warns Amar Singh. The RLM now plans to take the fight to the Congress and demonstrate its strength by entering the electoral fray in the assembly elections in Rajasthan, Delhi and Madhya Pradesh due later this year.</p><p>Their presence in these states is at best minimal but the RLM leaders could upset the carefully laid plans of the Congress - to seize power in Delhi and Rajasthan and retain power in Madhya Pradesh. RLM leaders say their only objective is to dispel the impression that their influence does not extend beyond Uttar Pradesh and Bihar. </p><p>It is difficult to see its candidates winning more than a handful of seats in all the states put together, but if they were to take away the secular vote, the Congress plans could go awry. "The Congress should know that we can also play the same game," says an SP leader. </p><p>Though the elections are yet to be announced, the two Yadavs are starting on the campaign trail early. The Rajasthan campaign will kick off at a rally in Alwar on September 23. As for the Left, it views with suspicion the Congress' attempts to hold out the olive branch by trying to give its economic policy a pro-poor orientation and promising to work together with the Left. </p><p>Though it has offered support to the Congress should it form a government, the Left will not disturb its long-standing ties with its regional allies like the DMK and the SP. Thus the Congress' attempts to marginalise the regional parties is being viewed with a degree of suspicion. </p><p>"They still harbour ambitions of a single-party government," says D. Raja, CPI's National Council member. The Left fears that if the Congress manages to bounce back, Sonia will not waste a moment in jettisoning them.
