<p><b>Tension in the East</b></p><p> The sudden souring of relations between Malaysia and the Philippines seems to have reached breaking point and observers are predicting that the two sides might come to blows before the differences are resolved. Recently, Malaysia placed its border troops on full alert and additional paratroopers have reportedly been airlifted to Sabah province bordering the Philippines.</p><p>The hostility arose after Malaysia claimed that it had proof that the Philippine Government was supporting an anti-government guerrilla force. This followed an incident when a Malaysian Air Force plane strayed into Philippine air space, leading to angry diplomatic exchanges between the two countries. </p><p>Philippine sources also claim that Malaysia, despite its public claims to the contrary, is secretly supporting Muslim rebels in the southern Philippines. Another thorny issue is the Commodore reef which is claimed by both Malaysia and the Philippines. The Malaysians put up a marker on the island but it was removed by the Filipinos. </p><div class="itemcenter"><amp-iframe height="62" title="" width="320" sandbox="allow-forms allow-scripts allow-same-origin allow-popups allow-top-navigation allow-top-navigation-by-user-activation" allowfullscreen src="https://ancillary-proxy.atarimworker.dev?url=https%3A%2F%2Fakm-img-a-in.tosshub.com%2Fsites%2Findiatoday%2Fbanner%2Fpreferred-source-new.html%3Fv%3D1.014%5Cu0026native%3D1" class="mrBt15 preferred-source-banner"> </amp-iframe></div></p><p>Against this backdrop, relations between the two countries, and the future of the Association of South East Asian Nations (ASEAN) are left hanging delicately in the balance. Intelligence reports say there is no immediate threat of war but normalisation of relations is becoming an increasingly remote prospect.</p><p><b>A Leader, At Last </b></p><p>There are growing signs that the myriad rebel organisations fighting the Soviets in Afghanistan may finally get the one thing they so desperately lack - a leader capable of uniting them under one common banner and one who would be acceptable to all the groups. The candidate is the former King of Afghanistan, Zahir Shah, currently in exile in Rome.</p><p> Shah has till now shown reluctance in accepting the role, but his recent statements in support of the rebel movement indicate that he has changed his tune. The change followed a recent visit by a deputation of religious leaders of the rebel movement led by Sayyid Ahmad Gailani and Sebralullah Mojadidi, who apparently convinced the former ruler that he was the only person capable of uniting the rebels and ultimately forcing the Soviets to pull out of his country. </p><p>However, it is equally possible that Shah's decision was governed by more personal considerations. Though the chances of Afghanistan returning to a monarchy are out of the question, if the rebels under Shah do manage to drive the Soviets out of Afghanistan, he would be the automatic choice for an interim leader. There are also signs that if Shah does not agree to return to mobilise the rebels he may send his chief spokesman, General Abdul Wali, who already enjoys considerable support from Afghanistan's tribal population.</p><p><b>An Uneasy Ayatullah </b></p><p>Even as the Iranian Government salvages some of its unenviable international image by finally releasing the American hostages, the event is almost certain to be overshadowed by the spiraling and increasingly militant domestic discord. Demoralised by the military losses in their quixotic war against Iraq, a growing number of Iranians are openly voicing their disillusionment with the Iranian clergy and their most powerful symbol - Khomeini. Recent reports from Iran have indicated that anti-government demonstrations have occurred even in the holy city of Qom. considered a Khomeini stronghold.</p><p>Interestingly, recent events in Iran display ironic parallels between Khomeini's current position and that of the late Shah before he was unceremoniously ejected from the country. In Esfahan, where a curfew was imposed during the Shah's regime because of its citizens' close identification with Khomeini, demonstrators recently tore up pictures of Khomeini in the streets. And, just as the Shah under public pressure, set up a committee to investigate torture of prisoners, the Iranian Government has recently promised to look into similar charges being made now.</p><p> The same pressure has led to the resignation of Sadek Khalkhali as head of the court that tries narcotic offences, following charges that he was executing opponents of Khomeini under the pretext that they were narcotic smugglers. There has also been a rash of strikes among employees of the Teheran municipality, the public transportation systems and the ministry of communications-three areas which were the focus of unrest during the Shah's final days as well. </p><p>In Khoyneini's favour, however, is the fact that there is no viable alternative to him. Last fortnight, 68 Majlis members wrote a joint letter asking for Bani Sadr's impeachment on the grounds that he was revealing state secrets regarding the Iran-Iraq war. Khomeini's position, thus, seems fairly secure for the moment though the cracks have started to show. How rapidly they are allowed to widen will decide the fate of Khomeini and the clergy's current hold over the embattled country.</p><p><b>Strong Words from Paris</b></p><div class="itg-mosimage"><amp-img src="https://ancillary-proxy.atarimworker.dev?url=https%3A%2F%2Fakm-img-a-in.tosshub.com%2Fsites%2Fmedia2%2Findiatoday%2Fimages%2Fstories%2F1981February%2Finternational_112713122227.jpg" alt="" height="425" width="650" class="" layout="responsive"></amp-img>Schmidt (left) and Giscard: A more hardline posture</div></p><p>The French Government seems to have effected a dramatic turnabout as far as its attitude towards the Soviet Union is concerned. For years, the French have adopted a comparatively softer line towards the Soviets than most other western powers.</p><p>But in recent meetings between German leader Helmut Schmidt and French President Valery Discard d'Estaing, observers were surprised to see d'Estaing insisting on a far tougher stand on Soviet and NATO issues than Schmidt was willing to take. Further, the French Government has taken a more hardline posture than its other NATO allies on a possible invasion of Poland by the Soviets. Similarly. French defence spending has far outstripped that of any other NATO country in terms of budgetary increases.</p><p>However, it is equally clear that the Soviets have realised the change of attitude on the part of the French. They reacted sharply to the French President's announcement last June that France had successfully tested a neutron bomb and was debating whether or not to produce it. And, recently, Boris Ponomarev, head of a Soviet delegation to Paris, launched a blistering attack on Erance's defence policy during a discussion with a group of French MPs. </p><p>This obviously indicates that the Soviet leadership is worried about the French leadership's suddenly hardened attitude and the hasty revisions they will have to make in their own policy towards France.
