<p><b>Galadari Rides Back</b></p><p>Abdul Wahab Galadari, one of the Galadari brothers of Dubai (see India Today, October 30) against whom anti-smuggling cases were withdrawn this year following a decision of the Union Cabinet, is currently on an extended Indian tour. He met the Union Finance Minister R. Venkataraman and the Commerce Minister Pranab Mukherjee. during his stay in New Delhi and followed it up with further talks with a number of officials in the two ministries. The impression he gathered from the talks is that the Indian Government is soon going to allow 51 per cent equity participation to private investors from oil producing developing countries in a number of industries - particularly hotels and banking.</p><p><b>Reshuffle On The Board</b></p><p>As there is no likelihood of Congress(I) organisational elections being held in the near future, pressure is growing on Mrs Gandhi to reconstitute the 10-member Congress Parliamentary Board (CPB). The present CPB was constituted soon <i>after </i>the 1980 elections and is packed with Sanjay Gandhi's men like Commerce Minister Pranab Mukherjee, Tourism Minister Anant Prashad Sharma and Works and Housing Minister Bhishma Narain Singh, Karnataka's mercurial Chief Minister R.Gundu Rao is also a permanent special invitee.</p><div class="itemcenter"><amp-iframe height="62" title="" width="320" sandbox="allow-forms allow-scripts allow-same-origin allow-popups allow-top-navigation allow-top-navigation-by-user-activation" allowfullscreen src="https://ancillary-proxy.atarimworker.dev?url=https%3A%2F%2Fakm-img-a-in.tosshub.com%2Fsites%2Findiatoday%2Fbanner%2Fpreferred-source-new.html%3Fv%3D1.014%5Cu0026native%3D1" class="mrBt15 preferred-source-banner"> </amp-iframe></div></p><p>Mrs Gandhi's new advisers are believed to have suggested that at least three members should be replaced: Mukherjee, Sharma and Rao. In their place, it is suggested that at least two Pradesh Congress Committee chiefs and one chief minister from the northern and eastern states be taken in. In addition representatives of the Muslim and Sikh communities are likely to find a berth in the board. The changes are likely to be made before the next session of the All India Congress Committee meeting early next year.</p><p><b>Power In The Ranks</b></p><p>Who is more powerful - a cabinet rank minister or a minister of state? The answer to that is apparently not as clear-cut as it should be. A recent instance of this was provided when Home Minister Zail Singh asked for a proposal to be put before him for the transfer of Kiran Bedi,a deputy commissioner with Delhi police. Union Minister of State for Home Affairs Yogendra Makwana, who deals with the postings and transfers of Indian Police Service officers, evaded Singh's orders on the plea that the matter had to be discussed with the prime minister, who was abroad at the time. When Mrs Gandhi's name was brought into the picture, Singh dropped the matter there.</p><p><b>Singh's Great Leaps</b></p><p>Things may go better with Coca-Cola but they certainly seem to improve even more after Coca-Cola. Having been forced to abandon his Coca-Cola empire with a little help from George Fernandes, Charanjit Singh, the soft drinks tycoon with the Midas touch, has lost none of his pop and fizz as far as his entrepreneurial ambitions are concerned. According to sources close to the Congress(I) MP from New Delhi, Singh currently has big plans to enter the entertainment industry in a region that is as yet wide open - casinos. </p><p>He is, according to the sources, negotiating with the Government for a licence to open a casino in Bombay, where he already has his eye on a piece of prime property. The plans for the casino indicate that it will be based along the same lines as the one in Kathmandu which is meant for foreigners and is out of bounds for the local populace. If Singh can swing the deal - and if anybody can do it he can - it will be a major feather in his cap. or rather, turban. and will hardly harm the bottom line in his company's balance-sheet either.</p><p>However, Singh's great outward leap does not end there. Despite the fears of other hoteliers of a slump after the Asian Games, Singh's live-star hotel project should face no such problems. He has, according to sources, signed a collaboration agreement with Meridian, the hotel chain owned by Air France. Under the terms. Air France has agreed to guarantee Singh a certain percentage of occupancy which, of course, includes their air crews as well. A recent example of his arrogance: S.B. Chavan, the union planning minister, went to Bombay in connection with the state's Sixth Five Year Plan and overdrafts drawn by the state Government. On the day of the meeting, Antulay asked Chavan to wait at the Sahyadri Guest House for him so that they could drive down together to the Mantralaya. When Antulay didn't find Chavan waiting for him in the portico he drove away immediately. Chavan who was unaware that he had been left behind was late for the meeting by more than half an hour.</p><p>A few days later when Antulay came to New Delhi he had a union cabinet minister and one All India Congress(I) Committee general secretary call on him instead of going to meet them. He invited friendly journalists at the same time when the minister and the AICC general secretary were expected. The idea was of course, to show off who's where in the Congress(I) hierarchy.</p><p><b>Tying A Political Knot</b></p><p>Karnataka's rumour-mills were working overtime last fortnight over the reported coming together of the controversial Congress(I) leader S. Bangarappa and the former chief minister Devraj Urs. The two are supposed to have had a discussion at a wayside meeting while returning from Gopinatham village - the scene of a recent dam burst. Adding fuel to the fire was a report in a local paper edited by Urs' son-in-law which said that the two politicians were joining forces. </p><p>While Bangarappa's followers have accused Gundu Rao of 'spinning' the story. Urs hasn't denied the story. With Urs planning a breakaway from the Congress(S) after the Kerala affair and Bangarappa being pushed lo the wall by Rao, the climate appears ripe for such a union.
