But last fortnight's unprecedented gherao of the Punjab Vidhan Sabha by the 25,000 agitators of the Akali Dal, Communist Party of India (Marxist), Communist Party of India, Janata (JP) and Congress (U) served to underline the rift between Punjab Chief Minister Darbara Singh and Union Home Minister Zail Singh.<br><br>Despite the massive arrangements made by the Punjab Government to prevent the demonstrators from reaching Chandigarh over 50,000 of them walked and cycled into the city. The police were given extra powers to impound the vehicles which were to transport the people from the various parts of the state to participate in the Opposition-sponsored rally in support of their demands which included a hike in the procurement prices of wheat and paddy and withdrawal of the increase in bus fares.<br><br>Since Chandigarh - a Union territory - falls under the direct supervision of the Union Home Ministry, pro-Darbara Singh supporters were quick to blame the local administration for its failure to control the mob.<br><br>Although the Chandigarh authorities had made arrangements to prevent the gherao, they refrained from using force against the demonstrators. When the mob broke the barricades, police resorted to lathi charges in which 200 people were injured. In addition 18 people including former Union agriculture minister, Surjit Singh Barnala were arrested.<br><br><b>Alegations</b>: A bitter Darbara Singh fired the first shot at the Chandigarh administration indirectly it was a dig at Zail Singh by complaining that the local police officials failed to control the gherao by "five-six thousand persons in all."<br><br>Complained one of the office-bearers of the Punjab Pradesh Congress Committee (I): "The police were sympathetic towards the agitators." But Bhupinder Singh Sarao, chief commissioner of Chandigarh, disputed the chief minister's claim.<br><br></p><div class="itg-mosimage"><amp-img src="https://ancillary-proxy.atarimworker.dev?url=https%3A%2F%2Fakm-img-a-in.tosshub.com%2Fsites%2Fmedia2%2Findiatoday%2Fimages%2Fstories%2F1981February%2F-punjab-2_113013110729.jpg" alt="" height="425" width="650" class="" layout="responsive"></amp-img>Police strike demonstrators outside the Assembly building: Exploiting a rift</div></p><p>Sarao maintained that over 15,000 people had surged towards the Vidhan Sabha complex and not 5,000 as alleged by the chief minister. He accused the opposition leaders of backing out of the agreement over the route of the demonstration. He also denied that he was either influenced or pressurised by anyone from New Delhi to be lenient with the demonstrators.<br><br>While both the factions are trying to shift the responsibility for the bedlam created by their opponents, the opposition leaders have drawn enough mileage out of the first show of people's anger against Darbara Singh since he assumed office in June 1980.<br><br>The opposition front now plans to carry out its Rasta Roko (block the roads) programme and stop buses and vehicles from this week in support of their pending demands.<br><br>Akali Dal,the main opposition in the Punjab Assembly seems determined to exploit the Darbara Singh-Zail Singh feud to its advantage.
