<b>Concrete Plans<br><br><p>New Delhi has decided to import cement in a big way - a figure of 1 million tonnes is mentioned in the corridors of the Commerce Ministry - rather than raise retention prices of the locally manufactured product. It thus hopes to kill two birds with one stone using the International Monetary Fund (IMF) money to cock a snook at the IDA (International Development Association), which recently withdrew its offer of a loan to the Cement Corporation of India on the ground that the current retention price was too low to guarantee adequate return, and let the politicians keep their grip on the profitable distribution system. A nominal hike in the retention price is not, however, ruled out.<br><br><b>The Tread Of Triumph</b><br><br>Modi Rubber has overtaken Dunlop to become the largest tyre producing group in the country. With the take-over of Firestone, in which Modi Rubber will now have a 25 per cent equity, Modis will have a tyre production capacity exceeding 2 million tyres a year, against 1.9 million of Dunlop's. Despite rising diesel and petrol prices, the industry is riding high and there are reports that another Delhi-based group which has so far kept itself aloof from the automobile industry is planning to set up a rubber tyre plant somewhere in the north. The group is said to have access to Gulf money.<br><br><b>Backward Bengal</b><br><br>West Bengal, which gave way to Maharashtra long ago as the nation's No. 1 industrial state, will soon be slipping to No. 5 position, if it has not already done so. Gujarat overtook West Bengal about five years ago and there is evidence that both Tamil Nadu and Andhra Pradesh have stolen a march on the laggard state. The chances of its staging a come-back are also remote as other states, including tiny ones like Haryana, seem to be much more aggressive in bagging industrial licences and letters of intent.<br><br>So far this year, West Bengal has been able to secure only about a third of the licences and letters of intent received by Maharashtra and is only slightly ahead of Karnataka and Haryana.<br><br><b>Foreign is Beautiful</b><br><br>The Government is apparently going all out to encourage foreign investment. The number of foreign collaboration agreements sanctioned in 1980 totalled 526 against 267 in 1979 and 307 in 1978. Out of 526 tie-ups last year, 73 involved financial participation, a sharp increase from 32 in 1979 and 44 in 1978.<br><br>With the IMF loan in the bag, more companies are expected to come forward with tie-up proposals and, according to Udyog Bhavan sources, the number may top 600 this year, with possibly as many 90 tie-ups involving financial participation. A number of foreign banks are showing interest in such deals and one of them, Chase Manhattan<br><br>Bank of the United States, sent a high-powered delegation to New Delhi last month with a shopping list of projects that covered nearly everything from steel to petrochemicals.<br><br><b>Corporate Sweepstakes</b><br><br></p><div class="itg-mosimage"><amp-img src="https://ancillary-proxy.atarimworker.dev?url=https%3A%2F%2Fakm-img-a-in.tosshub.com%2Fsites%2Fmedia2%2Findiatoday%2Fimages%2Fstories%2F1981December%2Fw-sml_102513013009.jpg" alt="" height="425" width="650" class="" layout="responsive"></amp-img></div></p><p>Who says that the rich are becoming richer and the poor poorer? This is certainly not true of the ups and downs in the corporate sector, at least not during the last decade. Of the top ten fastest growing companies, only two, Bajaj Auto, which makes scooters in Pune and Tata-Finlay, a tea company, belong to the top 20 big business houses.<br><br>Tata-Finlay grew the fastest (2,011 per cent increase in total assets between 1970-71 and 1979-80) and Bajaj Auto was No. 5 with an increase of 810 per cent. In between,there were Indian Organic (904 per cent), Duncan Agro (885 per cent), and Hico Products (845 per cent) a family-owned company in Bombay which started in a small Way 30 years ago making textile chemicals in a garage.<br><br>However, percentage increases are one thing and sheer investment muscle is another. In this, the big houses score over everybody else. Leading the top ten with the largest accumulation of investment fat is Tata Engineering (Telco) which increased its investment by Rs 307 crore between 1970-71 and 1979-80, followed by another Tata company, Tata Steel, with Rs 305 crore of investment.
