Frequent disruptions of Parliament proceedings deprive MPs of Question Hour, limit opportunities to raise urgent public issues, and often result in legislation being passed without adequate debate or scrutiny. A fundamental question must be asked: if disruptions harm Parliament, who benefits from them?

The government is busy thumping its chest over "productivity." It claims 111% productivity in the Lok Sabha and 121% in the Rajya Sabha. But what does productivity mean in a democracy? Is it merely the number of hours MPs occupied their seats?
