Shivkumar as a 'bulwark against communal venom', prescribes up to seven years in jail for repeat offenders and empowers the state to block online content. The BJP slammed the bill and said that the government passed the bill without discussion, and they are killing democracy. They are against the constitution and are against the rights of the people.
