GDP growth at 6-year low: Who's to blame for the slowdown?

Severe slowdown in manufacturing activity in the country pulled India's Q1 2019-20 growth rate to 5 per cent, the fourth successive quarter of decline in growth rate on the trot.

This is the lowest growth rate the Indian economy has seen in last six years. Does the govt have the economy story under control or are we hurtling towards even further crisis? And who's to blame for the slowdown?
