Does Kumaraswamy not owe an apology for shoot mercilessly order?

Karnataka Chief Minister HD Kumaraswamy was caught on camera, asking for his police force to mercilessly shoot the killers of his party worker.

Under criticism, he said that it was an emotional outburst. He later refused to apologise, saying the issue does not matter.
