Sonia Gandhi's remark on President Droupadi Murmu insult or empathy?

A massive political showdown erupted on the first day of the Budget Session over former Congress President Sonia Gandhi's remark on President Droupadi Murmu's Parliament speech. 

"The poor lady, the president, was getting very tired by the end.... She could hardly speak, poor thing," Sonia Gandhi was purportedly heard saying in a video clip doing the rounds of social media.
