Former Prime Minister Manmohan Singh today made a sensational claim about the Sikh massacre of 1984 that it could have been averted had the then Home Minister Narsimha Rao heeded the advice of Inder Kumar Gujral.

He was speaking at a ceremony to mark the 100th birth anniversary of former prime minister Gujral in the capital on Wednesday.
