Manipur violence: Why BJP wants to end free movement regime at Myanmar border

Why does the Modi-led BJP government want to end the Free Movement Regime, also known as FMR, at the Indo-Myanmar border which allowed tribes to travel up to 16 km inside other countries visa-free? What exactly has changed now? Why is the government changing its stance on FMR?
