Lateral entry for UPSC IAS posts: What's the Policy & Process, why it has no reservation?

Usually, bureaucratic posts are held by officers from the all-India services, such as the Indian Administrative Service (IAS), Indian Police Service (IPS), or Indian Forest Service (IFS). However, the introduction of lateral entry mode is causing a political slugfest. A total of 45 posts were advertised for the roles of Joint Secretaries, Directors, and Deputy Secretaries across 24 Ministries. Now the government has withdrawn this ad. But, what is lateral entry and why is it controversial?
