Vijay Mallya offers to pay 100% of outstanding loans, refuses to return to India

Fugitive liquor baron Vijay Mallya has offered to pay back 100 per cent of the banks' loan amount. Vijay Mallya said that he owes nothing to the Enforcement Directorate (ED) and is ready to return everything he owes to Indian banks. Mallya has also refused to go to India.
