The Prime Minister questioned why the benefits of such schemes are not reaching the people of the state effectively, comparing the potential reach to a 'flood-like calamity' of benefits. The speech focused on the contrast between central initiatives and the local government's role in facilitating these solar energy benefits for residents in West Bengal.
