Alwar rape case: Rajasthan minister's shocking remark, says, 'govt can't stop rapes' 

Rajasthan WCD Minister Mamta Bhupesh gives a shocking statement on the Alwar gang-rape case. She said the 'state government cannot do everything on its own' and that it is 'society's collective effort that can stop such evils'.
