Parliament Budget Session Live: Lok Sabha adjourned amid ruckus and opposition sloganeering

Congress MP Pramod Tiwari questioned Speaker Om Birla’s decision to ask Prime Minister Narendra Modi to skip his speech in the Lok Sabha citing security reasons. Tiwari said that by terming the House unsafe, the Speaker had made all MPs feel insecure. He added that such statements undermine the dignity and confidence of Parliament during the ongoing Budget Session.

Congress president Mallikarjun Kharge criticised Prime Minister Narendra Modi’s speech in the Rajya Sabha after opposition members staged a walkout. Kharge said the PM’s 97-minute address lacked any conclusive points and focused mainly on the past 75 years. He questioned claims over General MM Naravane’s memoir, accused the Defence Minister of misleading the House, and defended Rahul Gandhi over the China issue. Kharge also rejected allegations of disrespecting the Sikh community and accused the government of failing to deliver in the last decade.

The Rajya Sabha took up Zero Hour along with matters raised with the permission of the Chair during the ongoing Budget Session. 

Lok Sabha proceedings were adjourned till 12 noon amid disruptions in the House. Speaker Om Birla warned opposition members against planned disturbances and urged them to allow smooth conduct of business.

Suspended opposition MPs staged a fresh protest in the Parliament premises, displaying a poster that referred to the proposed US-India trade agreement as a “Trap Deal”. The demonstration comes amid ongoing tensions between the government and the opposition during the Budget Session over economic and foreign policy issues.

During the upcoming recess, parliamentary Standing Committees will scrutinise budgetary proposals and expenditure plans of various ministries. Their reports will form the basis for detailed discussions after the session resumes in March. This process plays a key role in strengthening financial oversight and legislative accountability.

The ongoing Budget Session consists of 30 sittings spread over 65 days and will conclude on April 2. Both Houses will adjourn for a recess on February 13 and reconvene on March 9. During the break, Standing Committees will examine the Demands for Grants of various ministries and departments.

The Prime Minister alleged that Rahul Gandhi selectively targeted Ravneet Singh Bittu because of his Sikh identity. “He did not call others who left Congress traitors, but said it to this MP because he is a Sikh,” PM Modi said. He added that the remark showed the “hatred” and political intolerance of the Congress leadership.

Prime Minister Narendra Modi, while speaking on the Motion of Thanks to the President’s address in the Rajya Sabha, launched a sharp attack on the Congress. Referring to Rahul Gandhi’s “traitor” remark against BJP MP Ravneet Singh Bittu, PM Modi said it reflected the party’s “arrogance” and amounted to an insult to the Sikh community.

A day earlier, opposition MPs, including those from the Congress, staged protests in Parliament after Leader of Opposition Rahul Gandhi was not allowed to quote from the unpublished memoir of former Army Chief General MM Naravane. The memoir reportedly refers to the 2020 China standoff. The incident led to disruptions and heated exchanges in the House.

The list of Private Members’ Bills also includes proposals related to education, healthcare, environment protection, artificial intelligence, digital platforms, labour reforms, and social security. These Bills reflect growing parliamentary attention towards technology regulation, environmental sustainability, and strengthening welfare frameworks during the ongoing Budget Session.

From 3.30 pm onwards, the Lok Sabha will take up Private Members’ Business. Several Private Members’ Bills are listed for introduction, including Constitution Amendment Bills and proposed changes to the Representation of the People Act. Other Bills focus on welfare measures for farmers, fishermen, students, senior citizens, women, and workers.

During Friday’s sitting, multiple Union Ministers are expected to table reports and documents related to their respective departments. Ministries of Health and Family Welfare, Law and Justice, External Affairs, Defence, and Ports, Shipping and Waterways will present papers. These documents are likely to provide updates on policy implementation and ongoing government programmes.

The Lok Sabha will take up the general discussion on the Union Budget for 2026-27 on Friday. The House will meet at 11 am to begin proceedings with Question Hour, followed by government business. Several Union Ministers from key ministries, including Health, Law, External Affairs, Defence, and Shipping, are scheduled to lay official papers on the table.
